The Importance of Weighbridges in Supporting the Success of the Zero ODOL Policy

The implementation of the Zero Over Dimension Overload (Zero ODOL) policy is considered to require improvements in human resources (HR), equipment, and facilities at Weighbridges. Without these improvements, the Ministry of Transportation (Kemenhub) will face difficulties in enforcing the policy.

Bambang Haryo Soekartono, a member of the Gerindra Expert Council and a transportation and logistics practitioner, stated that Weighbridges currently lack sufficient human resources and much of the equipment is damaged. Out of 141 Weighbridges across Indonesia, only 25 are operational, and even then, they operate for just 8 hours a day instead of 24 hours.

"This is basically not serious if we want to enforce Zero ODOL," he remarked.

Haryo also highlighted that Kemenhub lacks adequate human resources, both in terms of quantity and quality. He pointed out that the shortage of skilled and experienced personnel could hinder the ministry’s operations and public services. He emphasized the importance of increasing the number and quality of human resources so that Kemenhub can effectively carry out its duties.

"If there aren’t enough personnel, it’s impossible to implement Zero ODOL," he said.

Therefore, Haryo stressed the need for improvements at Weighbridges, particularly in terms of human resources and the equipment. "If these improvements are not made, the implementation of Zero ODOL will face significant challenges," he added.

In addition to Weighbridges, Haryo also pointed out the need for better road infrastructure. He explained that the maximum axle load (MST) for Class 1 roads in Indonesia is only 10 tons, compared to China, which has an MST of 100 tons, and Japan and Europe, which each have an MST of 75 tons.

"This means that roads in Indonesia need to be rebuilt. The construction must be stronger," he stressed.

Haryo also proposed that Kemenhub design a blueprint for the implementation of the Zero ODOL policy. He suggested involving the National Research and Innovation Agency (BRIN), which has the research capacity and data to support this policy. This blueprint should cover not only technical aspects but also communication strategies and public outreach to stakeholders.

Haryo further emphasized that discussions around the Zero ODOL policy should involve all relevant stakeholders to find mutually beneficial solutions. Engaging all parties in the decision-making process will make it more inclusive and democratic, and increase the sense of ownership and responsibility toward the resulting policy.
