WeighbridgesDefinition of Weighbridges

A Weighbridge is a facility used to measure the weight of a vehicle along with its load. These facilities are generally located at specific points on busy roads, especially those frequented by heavy vehicles like trucks and containers. The primary function of a weighbridge is to ensure that loaded vehicles do not exceed the permitted weight limit, thereby maintaining road safety and minimizing the risk of infrastructure damage.

Functions of Weighbridges

  1. Controlling Overloading
One of the main functions of a Weighbridge is to control overloaded vehicles. Vehicles carrying loads that exceed the specified capacity can damage roads, bridges, and other public infrastructure.
  2. Preventing Infrastructure Damage
Overloaded vehicles put excessive pressure on asphalt, causing faster road deterioration. Weighbridges help monitor and limit the number of vehicles exceeding weight limits.

  3. Road Safety
Excessive loads can reduce vehicle stability, increase braking distance, and heighten the risk of accidents. Weighbridges contribute to maintaining traffic safety by ensuring vehicles stay within safe load limits.

  4. Taxation Supervision
Data from Weighbridges can also be used by the government to ensure vehicles pay taxes according to their weight and classification.

Types of Weighbridges

  1. Static Weighbridges
These are the most common Weighbridges found on toll roads or major highways. Vehicles must come to a complete stop to be weighed, allowing for accurate weight measurement.
  2. Dynamic Weighbridges
In this type, vehicles do not need to stop. Weighing is done while the vehicle is moving over sensors or weighing devices. This type is more efficient in managing traffic in busy areas.

  3. Portable Weighbridges
These are typically used by authorities for temporary field operations. These devices are easy to move and are used to monitor loads at specific locations.

Laws and Regulations Related to Weighbridges

In Indonesia, the use of Weighbridges is governed by several laws and government regulations, especially those related to vehicle weight limits and loads. Below are some of the key regulations:

  1. Law No. 22 of 2009 on Road Traffic and Transportation
This law emphasizes traffic safety, including regulations regarding vehicle loads. Articles 169 and 277-278 discuss load restrictions and the importance of ensuring vehicles comply with existing regulations.

  2. Government Regulation No. 74 of 2014 on Road Transportation
This regulation further governs the operation of vehicles, including provisions on Weighbridges to monitor vehicles carrying goods or loads. Vehicles exceeding the weight limit may face administrative sanctions or even be prohibited from passing.

  3. Minister of Transportation Regulation No. 134 of 2015 on Monitoring and Control of Goods Transportation on Roads
This regulation explains the procedures for monitoring vehicles exceeding load capacity via weighbridges, including the terms for enforcing penalties against violations.

  4. Minister of Transportation Decree No. KM 60 of 1993 on Vehicle Load Limits and Measurements on Public Roads
This regulation establishes the permitted weight limits for each type of vehicle and outlines the operation of weighbridges to monitor those loads.

Penalties for Violations

Vehicles found violating weight limits will be subject to sanctions as stipulated by the regulations. In addition to fines, sanctions may include the transfer of excess loads to other vehicles to meet the prescribed capacity. Repeated violations could result in the suspension of the vehicle's operating permit.
